How can I change the default time increments in Calendar?

I am using Outlook 2007.  I want the time increments of my Calendar to be 15
minutes.  I can do this by right clicking an open time and going to "Other
settings", but that way doesn't stay that way after I exit Outlook.

where are you seeing this? how you open appointments determines the default
for new appointments.
