If you use Microsoft Exchange, the function is already there. There are
many ways of viewing other people's Calendars such as Group Schedules,
giving permission to Calendars, using Public Folders.
You forgot to tell us the basics: version of Outlook and platform (eg
Exchange)

We are using Exchange 2003 and the client is Outlook 2003. I understand where
you are coming from but if we were to use it on a large scale, means we have
to configure individually. Is there any programs that is already there in
Microsoft that we are able to integrate it with Outlook? Or any programs to
recommend? Thanks.

If you set every user's Default permission on their Calendar to Reviewer,
the entire organisation will have access to each other's Calendar data
(unless marked private).
They can see that Calendar data when making a new appointment, when clicking
on an incoming email from that person, in any Group Schedules they choose to
