holidays in Outlook 2000

I have Outlook 2000, and all holidays ended in 2007.

Where can I find the update to 2008 holidays?

You can't.  They only went to 2007.  You can just go to the 2007 holidays
and make them recur yearly following the specific holiday recurrence rule
(except Easter which changes every year.  I had to make separate entries for
Easter.
