Publishing My Calendar online

If I publish my outlook calendar online, does the person who is trying to
view it need to have Outlook? Or will someone be able to view it without
having any Microsoft Programs?

No, they need a program that can view .ics calendar files - such as
Thunderbird with the Calendar Extension installed, or Mozilla Sunbird, or
Kontact Calendar on Linux...
