Time difference in sending a meeting invitation

A nurse sent to the doctor down the hall, a request to attend a meeting a 2
pm.  The doctor received the request for 3 pm.  Why would this happen?  I
checked all the clocks and time zones and daylight savings times.  They have
the same settings.

The same thing is happening to me.  Is the "recipient" on the 2007 version of
outlook?

They are both using Microsoft Office Prof Ed 2003

Is the meeting perhaps on a day in the time period when DST was altered
to the "new" schedule? If so, I would check that all the "DST" fixes for
the PC's in question are installed. I believe there is one for Office in
addition to the one for Windows.
