can I export entire calendar as ics file

I want to export my Outlook 2003 calendar into my Windows live calendar, but
I cannot figure out how to export  the entire calendar as an ics file...do I
have to do it event by event?

I do not believe Outlook 2003 has the ability to export the entire calendar
in that format.  There are third-party tools, however.  Start here:

outlook 2003 does not support exporting tmultiple events to 1 file.
