FREE outlok calendar sharing

Hello:
I'm a small organization that uses a web-based solution for email. More and
more of our department heads want to share calendars with his/her
secretaries.  Is there a tool that is "semi" stable that might offer this
functionality and is open-source?  Unfortunately we don't have the money
right now to purchase anything.

Right now it's a mixed bag.  I'm using Office XP (shudder), and Office 2007.  
Eventually it's either going to be 2k3 or 2k7.

Sharing with older versions is difficult - you'll do best with a paid
system - http://www.slipstick.com/outlook/share.htm lists the options.

If you upgrade to 2007, you can use office live or publish them locally.
Outlook 2007 alone is not as good as having exchange server, but for many
small sites with limited calendar sharing needs, it works well.
