Message Sensitivity Level Changes Appointment Sensitivy

We have a few users setting the Tools/Options/Preferences/Email
Options/Advanced Options to set the sensitivity level to private when sending
messages.  For some reason, this also causes newly created appointments to be
set as private.

How can set messages to automatically send as private without affecting the
sensitivity of calendar items?

By the way, this is in Outlook 2003 on Win XP Pro.
