I am using an HP iPAQ h2215, ActiveSync 4.5, and Outlook 2003 for my
calendar. When I synchronize, appointments that I created using my iPAQ are
synchronized perfectly, but any appointments created with Outlook are not
synchronized. Why is this?

Check your synch settings on the iPAQ.

Synching is the purview of the device/software, not Outlook so any follow-up should be sent to microsoft.public.pocketpc.activesync.
