Preventing others from double-booking me

I've got multiple people who have access to my calendar, and all of them need
to be able to schedule for me.  However, one of my schedulers consistently
double-books me, despite repeated requests that she not do so.  

Is there some way for me to set Outlook up so that, if she tries to schedule
a meeting during a time that is already marked Busy, Outlook will tell her
that this time is not available and refuse to let her make the appointment?

No. This is a human error of bahaviour, not a computer fault - what
ramifications are there for her in not following your instructions?
