Saved ics recurring appt - different in Outlook client and OWA

We are on Exchange 2003 SP2.  Most Outlook client is Office 2007
(12.0.6300.5000)

The problem I am seeing is saving *.ics Recurring Appointments.  Once the
Recurring Appointment is saved by Outlook 2007, it display properly in
Outlook.  When viewed in OWA, the appointment is off by 7 hours.  I have
confirmed that the Time Zone is correctly set in OWA.

I have tested the same mailbox by saving the same *.ics Recurring
Appointment in Outlook 2003 and everything is fine including the display in
OWA.

I have searched by did not find any article or postings relating to this
topic.

Anyone out there seeing similar problems??

When you say 'save" do you mean creating and adding it to the calendar or
actually saving it as an ics to the hard drive?

The *.ics recurring appointment file is saved on the Hard Drive.  When I open
the file and click "Save & Close", it will add it to my Outlook Calendar.  
When view in Outlook 2007, everything looks good.  When viewed in OWA, the
time is incorrect by 7 hours.

This problem only occurs on our system when saving the ics files with
Outlook 2007.  Saving it as Outlook 2003 does not become a problem in OWA.
