Selecting Daylight Savings time changes my appts by 1 hour

We have multiple users that did not have adjust for
daylight savings time.  When they select it and set it,
their calendars events all go forward one hour.  Why does
this happen, the appointments should still be at 1 or 2
regardless of daylight savings time being on or off.  

Is there a way to set this to automatically adjust
without changing all the users appointments by an hour?
