popup reminders do not popup if other applications are running

Popup reminders do popup if Outlook 2003 is open, however if other
applications are open on top of Outlook 2003 the popups do not show on the
top of all applcations. Is there a way to change this so these reminders
popup always on top.

I thought MS monitored these newsgroups, used the information to better there
product and in many cases reply to the person. I would like to know if other
see this problem too. Seems liek there should be a reg hack to change this
option.
