Cannot Customize Outlook Today

When I click on the button "Customize Outlook Today" in the window "Outlook
Today" (Outlook2000) nothing happens. What's wrong ?

OL2000: You Cannot Customize Outlook Today After You Install Critical Update

You can edit the registry to make changes to Outlook Today.
