Unopened meeting requests using Exchange

Is there a way for meeting requests to show on somebody's
calendar as tentative before they open or respond to the
message?  Example: person 1 sends meeting request to Joe
for 2pm.  Person 2 views Joe's calendar, sees that 2pm is
available (as Joe has not yet opened email) and tries to
send meeting request for same time, creating a conflict.

By default outlook is supposed to do that but for some reason it does

not work for some clients. I've been posting this question for a fix but

have not gotten a response.

Same problem here.  Outlook 2003 SP1 running off Exchange 2000.  Meeting will
not show as Tentative no matter how long it sits in the user's Inbox.
