This is set correctly for the users that have a problem. By default outlook
should put any appointments that come in as tentative till the user accepts
them. Now if the user clicks on the meeting then it does it.
We have a few users with this same issue/problem. Could it hav
anything to do with meeting requeats being created using OWA?

No, we are having the same issue (O2K3 SP1 with Exch2000) and we are seeing
the problem with meeting requests created in Outlook. However, it seems to
be only a subset of users.
