outlook 2000 vs 2003 all day event

I am having trouble syncing the date book in my phone
with outlook (I have 2000) because the all day events
don't always translate to the correct day in my phone.  I
realize that this is because an "All Day Event" in
Outlook 2000 spans from midnight to midnight.  The
datebook in my Motorola cell phone is not as smart as
outlook and doesn't always understand what day it is
supposed to be on.  
Anyway, my question is: is this problem fixed in Outlook
2003?

Ccontact Motorola as the problem appears to be on that end.  They should be
able to explain how their application works or not.
