Accepting Meeting Requests on Bahalf of Someone Else

Is there a way to set up Outlook 2002 so that meeting
requests sent to those who have an assistant who keeps
their calendar get sent to the assistant, and the
assistant can decide to accept or decline a request on
their behalf?

Yes, it is called delegate access.  Use F1 Help to read more about it.
