outlook security question?

is there a security threat with using a html backround for new outgoing email
messages?  I ask because my boss would like me to set up all employees with
the same backround composed of two pictures and some wording on an html
formated file.
Is this acceptable for an office enviroment?

There's no security threat. However, I'd have to question whether stationery
is appropriate for an office environment.
