Delegate access - Outlook 2003 & Exchange

I am an administrator can open additional mailboxes through the Exchange
Server and employees will call occasionally and need delegate access to
someone's mail of calendar.  Although I can set the permissions of another
user's folder I don't know how to set delegate access w/o physically logging
into that person's Outlook account.  Is it possible for me to access their
folder and set the delegate access from my account?  Hope that make sense.

I cannot figure out a way to do that.  Could you please elaborate a bit on
"how"?

Using Active Directory, grant the Windows account that you're using for
management chores Owner permission to the user's account. (This is also
where you grant Send On Behalf Of permission to someone who needs to have
that level of delegate access.) Then create a new Outlook profile that logs
directly into that mailbox. Run Outlook with that profile, go to the
Calendar folder and set permissions.
