How can I change the defualt outlook calendar meeting duration to.

Outlook Calendar has durations that meetings default to.  In my calendar, the
default meeting incremental times are in 1/2 hour increments.  I would like
to change this to 15 minute increments.  Is there a way to have this default
changed?

Set your calendar view to 15 minutes - right click in an open area, select
other settings and change it from there.
