How to create a public calendar

I am unable to create a Public Calendar in Windows 2003 server edition. This
was easier in windows 2000 (server), looks complicated in windows 2003. Can
anybody tell me the way. Thanks
PS: May be I am missing something.

What you're missing is that Windows 2003 has no public calendar feature.
Neither did Windows 2000. You can, however, create public calendars in
Microsoft Exchange or by using Windows Sharepoint Services, which is a free
add-on for Windows 2003.
