When 1 user drags and drops a email to the task folder to assign task with
the attached email to it, the task goes out fine. When the task arrives in
the end users mailbox they get the follwing error message when they try to
view it " messaging interface has returned an unknown error."

The sender can look at the task but no one else can. When I did into the
exchange server the email task has CHINESE charaters as a part of the
information on the task.

I think it has something to do with a language issue on the sender's machine.

When the backup system tries to backup the task it gets a "This file cannot
verify.Database or database element is corrupt" I manage 7 different exchange
200 servers and I have seen this problem on only 2 of them.

Environment
Workstation: Windows 2000, Outlook 2000 SP3 with all patches,
Server Windows 2000 Server all patches, Exchange 2000 SP3 with all post
patches.
