Not going to happen.  It utilizes way too many resources for most people
right now.  Linking to another system function is not the way to go.

Download and install a notification utility if you want to be notified of
new mail, appointments, meetings, etc. with Outlook closed (a misnomer since
the programs open a stub of Outlook to get the notifications).
