Add Calendar Entries from Server

I am using MS Exchange 2003 server with about 50 staff all using Outlook
2003.  Is there a way to add Calendar Entries from the server to appear in
everyones Outlook.  Without sending a meeting request and having all staff
click Accept.

Post all replies to the group to keep the discussion intact.  Due to the
(insert latest virus name here) virus, all mail sent to my personal account
will be deleted without reading.

erm.
What about using Exmerge with the UseThisPSTFileForAllMailboxes ?
Just export the calendar item from your mailbox to create a pst with a
single item.
Then import it into everyones exchange mailbox.

Exmerge is great. Although it would be better if it supported unicode.
