Is there any way that I can get a meeting to show on someone's calendar,
without inviting them as an optional attendee? I need people to be aware
that a meeting is going on, but they do not need to actually attend. Please
help!

You could forward them a vCalendar or iCalendar item and let them open it,
then decide for themselves whether to keep it.
