I have Windows XP, Outlook 2003.  Two user accounts.  I would like to have
each user access the same contacts folder.  Or at least copy one contacts
folder to the other account.  How do I do that?

Configure each profile to use the same Outlook Data File if you want them to
remain synchronized.
If not, then just open one user's Outlook Data File in the other's profile
and copy the Contacts from one PST to another.
