Sorting Contacts in Outlook 2003

When I compose a new message I click on the "TO" button to see all my
contacts (NOT PAB) - they are sorted by First Name and then Last Name.  How
can I sort them by Last Name, First Name in this list?

Same as always:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there

I tried that, but it didn't work. Do I have to restart?
