How do I set up 10 digit dialing in windows xp for tablet Outlook

I am using windows xp for tablet pc with service pack 2 and trying use the
dialer in Outlook 2003.
I am getting dial tone but not connecting. I suspect either 10 digit dialing
issue, windows xp set up issue (TAPI)  or perhaps modem settings. Any
thoughts? Have been unable to find anything useful on the online. But then
again asking the right question usually helps.
All I want to do is to have Outlook do the dialing for outgoing calls.

Outlook would not be in play here. Outlook hands this entire task off to the
operating system's phone dialer and dialing rules. One of the many Windows
XP groups could help you with that.
