File As not staying in default format when importing

We are importing contacts from a .csv file (into Outlook 2003).  We have the
folder default "File as" set to First Last.  But after importing, the new
contacts are filed as Last, First.  Any ideas why this is happening?

Thos settings have never applied to imported Contacts.
