Journal entries don't reference the Global Address list

Why is it when I click on the Contacts button at the bottom of my "new"
Journal entry, that I can't reference the Global Address list?

Using: Outlook 2003

Because that contact-linking mechanism works only with contacts in Outlook
contacts folders.

That seems a little illogical.  Journal entries within a enterprise
environment would need access to contacts within the enterprise.  Is there a
way to link the Global Address list to a Contact folder?
