Why does contact name un-sort in the TO: box when info is updated.

The info in the contact's properties has been updated. You want to send an
Email. When you click the "TO:" box of the Email, the list of selections that
comes up no longer has that particular contact listed by last name
alphabetically; it is now listed by first name. My contact options is set to
display "last name, first name." As long as you do not update the contact's
information, the list will remain sorted by last name. But once you update,
that name flips to sort by first name. How do I set my Outlook to always list
my contacts by last name in the selection box of the "TO:" section when
sending an Email.

You need to post your Outlook version.
You need to examine the settings you have specified for your File As...
field format in Outlook.
You need to specify the sort order you designated for the Outlook Address
Book.
