Sorting contact names in an Email

How do I set my Outlook to always display my contacts by last name? My
Contact Options is set to "last name, first name." However, whenever I update
contact info and then want to send an Email to that person, the following
happens: When I click the "To:" box in the new Email message, the Select
Names box pops up. In the list of names, the contact that I have recently
updated is now listed "first name last name." I want this list to always sort
by "last name, first name" regardless of updating info.
