how do I get my .pst contacts to display when clicking "to".  when in
Outlook, when I click contacts I get my contact list.  but when I "send a
message" and click "to", it offers me a non-existent contact folder, with no
names.

Post your Outlook version when you have a question so someone can help you.
Post the steps you used to corrupt your Outlook Address Book settings. This
doesn't happen all by itself.
