Outlook Address book

I wish to list names in the address book by last name. The contacts are by
last name but it does not sort the address book that way. How do I change to
sort by last name?

Try this starting from the Outlook:

Tools
E-Mail Accounts
View or change existing directories or address books
Select "Outlook Address Book"
Click "Change"
Select "Show names by" File As (Smith, John)

I know... It's not intuitive.  You would think that the obvious way to do
this would be to put these options in the Address Book where most users
would look for them!
