why is location info requested whenever I add phone no to contacts

why is 'location information' requested whenever I add phone no to contacts?
The location information dialog box pops up and I'm unable to cancel it. When
the 'confirm cancel' box pops up, my request is ignored and i'm stuck in a
loop and forced to use task manager to quit. I've seen this on several
machines with the same version (outlook 2003 v11.6359.6360), and can find no
way to fix it on ms sites or the web. What causes this annoying bug? Can it
be fixed? Thanks.

Hardly a bug. End user error.
Outlook must know your default dialing location so it knows how to format
your phone number. Set it correctly for your operating system.
