Labels from Office Outlook 03, setting Outlook as default mail cli

I am using MS Office Outlook 2003 SP1 as part of MS Office Basic Edition for
a contact database and Word 2003.  I am trying to create labels.  I continue
to get an error message "Either there is no default mail client or current
mail client cannot fullfill the messaging request.  Please run Microsoft
Office Outlook and set it as the default mail client."  Within Outlook I have
done this, but I continue to get the mail message. I've spent a lot of time
on this and appreciate any help.

Did you set Outlook as the default mail client in Control Panel >
Internet Options > Programs?
Does your Outlook Profile contain a valid mail transport and the Outlook
Address Book Service?
