Forwarding contacts in Outlook 2000 not working

Office 2000 environment without Exchange Server.

When a user attemps to forward a contact as an attachment to another user,
the recp. receives the e-mail with an attachment, but as an e-mail
attachment, not a contact.  The name of the attachment matches the name of
the contact sent, but when opened, is blank.   This attachment cannot be
dragged to the Contacts folder.

This does not happen from the two Outlook 2003 boxes we have.

Try using the Forward as vCard command.
