change default from Contacts to Personal Phone Book

I'm trying to change the default listing from Contacts to Personal Phone Book
when addressing email.  Also autofill does not seem to be working.  Is there
a activation window to check to activate?

You've provided no information.
Post your Outlook version.
Post what a "Personal Phone Book" is. Never seen any such term in
conjunction with Outlook.

Hello Russ, sorry for not gining good info, I'll try again.  Version is
Outlook 2000    
When filling in To: info and clicking on Address Book icon, drop down window
defaults to "Contacts" - I want to default to my Personal Phone Book that I
have created.  It shows up in the drop down list but not as default source.  
Can I alter this choice?  Also when addressing email, autofill should pick up
when I start to spell address that is in my contacts list but does not
engage.  Is there somewhere in setup that I can activate autofill?  Thanks
for your help.  gg

So I assume that "Personal Phone Book" is a Contacts Subfolder?
Outlook 2000 comes in completely different versions. Whether you can control
which Contacts folder displays first depends on your version: Internet Mail
Only or Corp/Workgroup.
Outlook 2000 does not have autocompletion. That feature was first offered in
Outlook 2002.

Assumption correct, I've created a number of subfolders, I just want to
default to one in particular named Personal Phone Book.  My version of
Outlook is internet mail only (9.0.0.2711) Thanks again. gg

Then you can't do it. IMO was a downsized version of Outlook more like OE
than Outlook. It does not use the Outlook Address Book. It uses the Windows
Address Book engine. Only with the full version can you set which Folder
appears first.
