At that volume, I would use an external mailing list service or dedicated
mailing list software. You can expect to average 5-10% NDRs and will not
want to manage those manually.

The page at http://www.slipstick.com/addins/mail.htm#massmail lists bulk
mail tools that work with Outlook data, but I don't know how their
high-volume handling and NDR processing are.
