I would like to receive an information on how to create a distribution list
in MS Outlook so that individuals/dept's on this list would receive an
automatic notification when the task in MS Project is completed.

What version of Project? Project does not offer integration with Outlook so
you are better off asking in a Project group for what options are
available - be sure to include your version of Project and Outlook.
