I can't believe when I try to simply enter phone information into a contact
you force th ephone setup dialog box iopen. and Then when I try to cancel out
of the dialog box, you force it open again and again and again... Ad Naseum.

What is this? Does Microsoft know best? Where have the User's decisions been
religated?

Outlook only does this when the user has failed to configure the operating
system correctly.
Have you set your dialing location correctly?

You may be right about the dialing location. But this issue began after the
IT folks upgraded from Outlook to 2003 from 2000 (i think it was 2000).

I had no problem previously and my OS has not changed.
