I exported Contacts from our network so that I could import them into my
Contacts on my laptop and use when out of the office and off network. When I
imported the pst file instead of bringing it into my contacts, it created a
separate directory. Is there any way I can merge the two contacts into one?

Just copy the contents of one folder into the other.
BTW, this is one of many reasons we advise against importing and exporting
as a method for transferring data. Next time just create a PST file with
your data and open it in the other installation.
