I have the same question and am using Outlook 2002. I moved my contacts from
another computer. The ones from the old displayed as First Last names but are
selectable by Last Name, First Name when I send an email. However new entries
can only be selected by first name. Both types of entries look identicle and
I have set "File As" in Contact Options to "Last,First" and display as First
Last.
I want the address book to be selectable by last name when I send email, but
I don't know how to fix this. Thank you...

Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there

I see options for connecting to my POP3 mail server but nothing about setting
the "last first" name select order in contacts.
