Is Symantec WinFax Starter Edition services included in
outlook2000 workgroup mode, also.
If not: any other fax service included, on the
Office2000pro CD, or do I have to get other fax software

No (thankfully).
You have three options for integration with Outlook 2000 Corp/Workgroup
mode:
Microsoft Fax, Windows 2000 Fax, Windows XP Fax
