Exporting Master Registry File

I am in charge of exporting the registry file for master categories and
distributing them to my collegues.  This is a great way to keep the master
category list consistent on everyone's computer.  At least it way great until
now.  The problem I'm having is I using Outlook 2002.  Some of my collegues
have moved on and are using Outlook 2003.  When I export the registry file
and send it to them, the updated master categories list does not show up on
their computer.  Is there a way to solve this problem?

They'd have to edit the file in Notepad to change the location from
Office\10.0 to Office\11.0.
