Is there some way to refuse messages from a specific individual and have it
returned to them as undeliverable?  The only think I can find in Tools is to
accept the message and have it routed to my Deleted box - but I want to let
the sender to know that I'm not accepting his/her emails at all.

When you find the answer, you will have solved the spam problem. Just send
them to the Deleted items folder.
