phone number formatting

I have started using Outlook 2003. There seems to be something wrong, where I
can not get the local phone numbers to stay local. It automatically treats
them as long distance ie) puts a +1 in front of eveything.
I checked the location of the computer, and it is set to Canada. Yet every
fax, or contact, it seems to think its in the USA. I cant find how to change
the default for Outlook and Faxes (perhaps related?)

Any help would be appreciated

All it's doing is adding country code automatically because that's how you
have it set. Just turn off that feature in Outlook's Dialing options...
Contacts > Actions > Call Contact... > New Call...
