Organizational Forms Library

I wish to create a custom form for use in a public contact folder. When I go
to publish it, however, I get a message "An error occurred when going to this
folder" after I click on Orgnaizational Forms Library.

Do you think administrative restrictions are keeping me from getting to the
library (we are a multi-office firm, so users like me have very little in the
way of privileges)? I wish for this custom form to be the default for my
public folder. Is publishing in that library the only way that can happen?

But you can publish in a Public Folder, as long as you have permissions, the
error is when you choose the Org Form Lib, but you still can choose Outlook
Folders right ?
Choose the Public Folder you want and try to publish the form.

Quite possibly. Ask your Exchange administrator.

then publish the form to that folder.

FYI, there is a newsgroup specifically for Outlook forms issues "down the
hall" at microsoft.public.outlook.program_forms or, via web interface, at
http://www.microsoft.com/office/community/en-us/default.mspx?dg=microsoft.public
.outlook.program_forms
