I'm runing Office XP SP3 on Windows XP Professional (SP2) I wish to import
contacts from a .pst file that I know includes many duplicates with what is
currently in my Outlook Contacts. Even though I select "do not import
duplicates", it still ends up doing so. For kicks and grins, I played around
and determined that if exporting to an already existing .pst file, the "do
not export duplicate items" is also ignored.
Any Ideas?

There is never any reason to import Contacts. It won't help you avoid
duplicates (as you've discovered) and will only lose data.
You should obtain one of the many third party duplicate checkers and use it.
